近年來，我國二氧化硫(SO2)、氮氧化物(NOX)、煙粉塵控制取得明顯進展，但VOCs(揮發性有機物)排放量仍呈增長趨勢，由此可見，控制VOCs的排放將會是未來打好藍天保衛戰的重點。

據報道，揮發性有機化合物是所有揮發性有機化合物在室溫和常壓下的總稱。與灰塵相比，VOCs雖然看不見摸不著，危害卻很大，容易生成pM2.5和臭氧，導致光化學煙霧，加重灰霾，成為大氣首要汙染的“隱形殺手”，有些直接危害人體健康。

6月21日，主題為“風雨十年，感恩有你”水性平台十周年活動暨第34次水性平台會員大會召開。政府部門、行業協會、行業媒體和所有水基平台成員共同參加並參與了行業政策、市場發展等方面的交流。

水性平台成立於2009年7月，是由塗料原材料供應商、塗料生產商、設備商組織發起的非盈利性組織，平台旨在關注行業政策法規與標准，推進水性技術應用和行業發展，並向終端消費者科普相關知識，分享行業信息和數據，搭建水性技術交流的平台。

十年來，水性平台共計組織會議和研討會超百場，參與人次過萬，如水性家具研討會(北京、深圳、天津、)、水性工程機械研討會(徐州、青島、長沙)、水性集裝箱研討會(廣州、東莞)等。

在會議上，水性平台發布了水性漆渣危險廢棄物藍皮書(以下簡稱”藍皮書”)。通過介紹水性塗料市場的發展以及漆渣危險廢棄物市場的現狀，希望能為制定有關管理水性漆渣的相關規定提供參考。

藍皮書指出，水性塗料的最大特點是水被用作稀釋劑而不是溶劑，從根本上減少了塗料中所含溶劑的數量，減少了塗料生產、施工過程中溶劑揮發所造成的潛在火災危害。以及溶劑對健康的危害。水性塗料替代油性塗料，最多可降低90%的VOCs排放，但是水性塗料不等於沒有VOCs排放。

因此在這方面，這個行業整體的狀態就是任重而道遠，所以將這個行業歸屬於朝陽產業也並不為過，做得好，是對社會的貢獻，同時企業本身也會具有一定的獲益。當然除此之外，像塑料回收等相關的行業也是需要受到關注的

改革開放初期，中國的油漆年產量約為5萬噸，居世界第八位。而到2009年，我國塗料克服了2008年以來全球金融危機的不利影響，總產量達786.89萬噸，首次躍居世界第一。2009-2018十年間，隨著我國總體經濟規模的平穩快速增長，我國塗料產量也呈逐年增長的快速發展期。2018年，我國塗料產量已達到1759.8萬噸。

藍皮書表明，建築塗料在塗料領域發揮著主導作用，建築塗料的市場占有率保持在塗料市場的三分之一左右。水性建築塗料占建築塗料市場份額近80%。與其他工業塗料相比，水性建築塗料的市場份額最大。此外，我國工業塗料市場在水的開發方面也取得了長足的進步，包括汽車原漆、木質家具漆、集裝箱漆等。

在汽車原漆的水化方面，工業油漆中最成熟的水性塗料是汽車原漆。工信部於2011年12月發布的《乘用車生產企業及產品准入管理規則》，要求自2012年起規劃新建汽車生產線要采用水性中塗漆和水性色漆，以控制VOCs的排放量。因此汽車塗料的水性化發展從2012年開始迅速發展。

木家具塗料水性化方面，2018年我國木器塗料銷量為133.4萬噸，其中工業木器塗料和零售木器塗料的占比分別為92%和8%。在世界主要發達地區，歐洲使用的水基工業木器塗料比例較高，達到50%以上，主要受歐洲VOCS強制性排放法規的驅動。

在水性容器塗料方面，世界上95%的容器都是在中國生產的。由於行業的特殊集中，整個集裝箱行業向水基轉化的步伐得到了極大的推動。由中國集裝箱行業協會發起的《VOCs治理自律公約》約定，自2016年7月1日起，廣東省集裝箱制造企業開始使用水性塗料;2017年4月1日起，廣東省以外的集裝箱制造企業開始全面使用水性塗料。截止2017年年底，我國集裝箱行業水性塗料生產占比已達99%。

塗裝生產過程中產生的三廢塗裝生產線的汙染一般有廢氣、廢水、廢渣，即三廢，另外還有噪聲。在水性塗料的生產和使用過程中，也會發生塗料渣的危險廢物。我國2018年塗料產量為1759.8萬噸。按照工業塗料占2/3市場規模，其中整體水性化比率為10%，則水性漆漆渣的產量為82萬噸。

關於如何推進使用低VOCs含量水性塗料以及有序妥善處理在企業塗裝過程中產生的漆渣危廢，藍皮書建議，一是如果經國家相關部門檢測和鑒定，確定生產或使用水性塗料的企業漆渣不具有危險屬性，且屬於一般固廢范疇，希望能出台企業扶持政策，對企業檢測和鑒定流程所產生的費用，給予補貼和減免，減少企業的負擔，同時，鼓勵企業生產和使用水性塗料，從源頭減少VOCs排放。二是鼓勵發展循環經濟，把浪費變成財富。建議頒布回收漆渣的技術方案和技術參考指南。

另外蒽略咨詢的項目總監陳曉豔女士發布了三份水性平台市場報告，包括《中國水性木器漆市場報告》、《中國水性工程機械塗料市場報告》、《中國水性汽車修補漆市場報告》。

All THE NEXT WEEK, I hear Miss Celia on her bedroom phone, leaving messages at Miss Hilly’s house, Elizabeth Leefolt’s house, Miss Parker’s house, both Caldwell sisters, and ten other society ladies. Even Miss Skeeter’s house, which I don’t like one bit. I told Miss Skeeter myself: Don’t even think about calling her back. Don’t tangle up this web any more than it already is.

The irritating part is, after Miss Celia makes these stupid calls and hangs up the phone, she picks that receiver right back up. She listens for a dial tone in case the line doesn’t go free.

Yesterday, I made a long-distance phone call to Missus Stein’s office. Her secretary, Ruth, said she was in a meeting. She took down my message, that the interview is on its way. I’ve been like this for ten days, ever since I mailed Aibileen’s stories to Elaine Stein. Online lending company SoFi is closing down Zenbanx, the online banking provider it bought earlier this year. In an email sent to Zenbanx customers, the company announced that it will close all accounts at the end of next month Underfloor Heating.

Back in February, SoFi took its first step toward adding checking and credit cards to its suite of financial services through its acquisition of Zenbanx. Then last month, the company applied for a bank charter with the hopes of using Zenbanx’s tech stack and personnel for the introduction of its own SoFi-branded online bank.

However, while the banking charter application is pending, it didn’t make sense for SoFi to continue offering services under its current structure. According to a SoFi spokesperson, Zenbanx had a partnership with Wilmington Savings Fund Society (WSFS) that expired this month and, rather than renew it or find another partner, the company decided to just close existing accounts.

What do we need to do? What can we do in all of this? We need to change the perverse incentive structures that produce these recurrent epidemics of accounting control fraud that are driving our crises.

So we have to first get rid of the systemically dangerous institutions. These are the so-called too-big-to-fail institutions. We need to shrink them to the point,  that they no longer pose a systemic risk.Right now, they are ticking time bombs that will cause a global crisis as soon as the next one fails — not if, when.

Second thing we need to do is completely reform modern executive and professional compensation, which is what they use to suborn the appraisers. Remember, they were pressuring the appraisers through the compensation system, trying to produce what we call a Gresham’s dynamic, in which bad ethics drives good ethics out of the marketplace. And they largely succeeded, which is how the fraud became endemic.

And the third thing that we need to do is deal with what we call the three D’s: deregulation, desupervision, and the de facto decriminalization. Because we can make all three of these changes, and if we do so, we can dramatically reduce how often we have a crisis and how severe those crises are. That is not simply critical to our economy.

They have produced crony capitalism, American-style, in which the largest financial institutions are the leading financial donors of both parties, and that’s the reason why even after this crisis, 70 times larger than the savings and loan crisis, we have no meaningful reforms in any of the three areas that I’ve talked about, other than banning liar’s loans, which is good, but that’s just one form of ammunition for this fraud weapon. There are many forms of ammunition they can use.

That’s why we need to learn what the bankers have learned: the recipe for the best way to rob a bank, so that we can stop that recipe, because our legislators, who are dependent on political contributions, will not do it on their own.
